(RECAP: For several years, the city of Richmond has had an Affordable Housing Trust Fund. More than 400 jurisdictions across the country — including Virginia localities such as Arlington, Fairfax and Charlottesville — have housing trusts. Their purpose is to facilitate the creation and maintenance of an adequate supply of affordable housing for residents. But housing development is expensive, especially given that federal dollars to support local efforts are dwindling. So an Affordable Housing Trust Fund without significant funds is mere window dressing — eloquence without efficacy. That’s what Richmond’s trust fund has been, but that’s about to change.)
